Council to Finalize Comprehensive Plan, Agricultural Board Tuesday

Anderson County Council will take up a mix of long-range planning, land use, and economic development items Tuesday night, but the meeting is expected to culminate in a pointed response to a piece of state legislation that could shift road responsibilities onto local government.

The agenda also includes two ordinances up for third reading, both of which have already drawn public interest. One would establish an Anderson County Agricultural Advisory Board, intended to strengthen and promote the county’s farming sector  Members of the board would be represented by those from Anderson County Farm Bureau, Anderson County Cattlemen's Association, Anderson County Forest Landowners Association, and Anderson County Soil and Water Conservation District Commissioners. 

The other would place restrictions on the use of the county-owned Lower Mill Site, a property that has been the subject of ongoing discussion about preservation and future development.

On second reading, council will consider adopting part two of the county’s 2026 Comprehensive Plan, covering cultural and natural resources, economic development, transportation, and resiliency. The plan serves as a policy blueprint for growth and infrastructure decisions in the years ahead. Council will also weigh a proposed change to the composition of the Disabilities and Special Needs Board.

Several economic development-related resolutions are also on the agenda, including amendments and extensions tied to fee-in-lieu-of-tax agreements and special source credits—tools the county regularly uses to recruit and retain industry.
