Council to Vote on Final Reading of 10-Year Comprehensive Plan

Anderson County Council is set to tackle an agenda that includes giving final approval to a plan which will help chart the next 10 years of potential progress and growth Tuesday at 6:30 p.m. at the historic courthouse.
Third reading is scheduled on the 2026 Comprehensive Plan (summary here), which aims to act as the county’s navigational chart through 2036, covering population growth, housing needs, and the optimal arrangement of community facilities.
The agenda then descends from vision to the granular. There is a proposal to transmute nearly thirty-one acres in Fork No. 2 Precinct from "Commercial Rural" to "Residential Agricultural," a shift that suggests a preference for pastures over strip malls. The district’s voters already approved local zoning restrictions for the area.
Council will also consider tightening the screws on developers with an ordinance, which introduces road-capacity limits and "level-of-service" requirements—bureaucratic speak for ensuring that new subdivisions do not turn the morning commute into a parking lot.
Second reading of an ordinance granting paternity leave to county employees, one which allows for workers to use accrued leave, is also on the agenda. Full agenda here.
