Council to Consider Zoning Districts, Tax Incentives

Anderson County Council will meet Tuesday, at 6:30 p.m. in the Historic Courthouse downtown, with a packed agenda focused heavily on economic development projects and related ordinances.
Council will hold third readings and public hearings on multiple “fee-in-lieu-of tax” and special source credit agreements designed to encourage business investment. Among them is Project Ina, involving COI Hurricane Creek 300 LLC, and a series of ordinances connected to Projects Pierce I and II, both under McNeely Road Land LLC. Each would provide property tax incentives for industrial development.
Also up for consideration are two ordinances expanding the joint Anderson-Greenville County Industrial and Business Park to include the Project Pierce sites. Similar agreements involving Project Elevate and Project Briarwood are scheduled for second readings, continuing the county’s pattern of leveraging tax-credit programs to attract or expand industries along the I-85 corridor.
Council is also set to take up three first-reading zoning amendments to update official maps for the Shirley Store, Neal’s Creek, and Rock Spring voting precincts. Planning Director Alesia Hunter will present those items.
Two key administrative actions appear later on the agenda. County Administrator Rusty Burns will present a proposal to purchase property on Snow Road for use in an opioid recovery initiative to lease to Love Well Ministry, an in-patient treatment center for woman with addiction issues. Council will also consider approval of a settlement agreement in Double Pond Farm, LLC v. Anderson County Planning Commission, presented by County Attorney Leon Harmon.
The meeting is open to the public, though comment periods are limited to three minutes per speaker. Parking at the Historic Courthouse remains restricted due to ongoing repairs, with additional parking available at E-Merge at the Garage.
